Or, like dudes above already made clear, use a mod to modify the leveled lists to add that kinds of ammo to it and be able to find them in loot boxes, traders or enemies.
Same goes to the lever action rifle, radium rifle or harpoon launcher, being the first and the last similar cases to the handmade rifle, where ammo for them is not found in the Commonwealth. Yeah, that's the thing, I am nowhere near that stage of the game. However, if you set up a NW gang settlement, the junk and weapons dealers both carry it.
